Career Agents Network -- Scam or Not?

I was looking at a franchise site and I noticed an opportunity to buy a Career Agent Network franchise for $29,900.  As I was looking at the brief description, I became more intrigued.  They were selling staffing agency franchises for almost $30,000.  What would this get you?  They claim that you receive everything that you need to launch a business with tremendous earning potential and great work/life balance, including:
  • More than 100 hours of Recruiting Operations Training, completed over a 30-40 day period
  • Targeted on-site training
  • Specific training on recruiting in any high-growth industry
  • Mentor Program: an experienced Member accelerates your Start-Up
  • Member Offices Support: detailed and comprehensive instruction and guidance
  • Software Support: cutting-edge data extraction software for gathering contact information on candidates and employers
  • Contracts, operational forms, recruiting presentations and scripts
  • Complete website, logo and comprehensive marketing materials
  • Online marketing tools to drive potential candidates to your website
  • Ongoing advanced and supplemental training

So the question is why would someone pay a franchise fee and other related fees just for training and software?  As I understand it, franchises are profitable for the franchisee when the franchisor promote the service so that they drive purchasers to their company.  I do not see this here.  My recommendation is to avoid at all costs
